The Peconic Bay Region Community Housing Act allows each of the five East End towns to create a dedicated Community Housing Fund (CHF) to assist with affordable housing initiatives.
The Fund can be used for community housing in various ways including:
Community Housing is considered a house, townhouse or condominium located anywhere in the Town with a current purchase price of $1,209,885* or less.
*150% of purchase price limit established by SONYMA’s low interest rate loan program.

The exemption for the proposed Community Preservation Fund transfer fee will increase from $250,000 to $400,000 for properties of $2 million or less this will result in a decrease in the overall transfer fees paid by homebuyers purchasing a home of $1 million or less (see the chart under #11 below).
All first time homebuyers are exempt from paying the transfer fee.
An Advisory Board, consisting of 7-15 Town residents, including representatives from banking, real estate and construction industries and local housing advocacy or human service organizations will be appointed by the Town Board to review and make recommendations for use of the funds based on the Community Housing Plan.
All community housing created by the Fund shall remain affordable for future generations by the placement of legally binding restrictions.
The creation of this Fund would be enacted by a local law following the voters’ approval in a Town-wide mandatory referendum that will appear on the November 8th 2022 ballot.

A false alarm is when your alarm company reports an alarm activation, a police and/or fire official respond to your residence or business. When they arrive on scene and there is no emergency present, this is considered a false alarm.
Effective October 8, 2017, any false alarm that is older than sixty months will be aged off of the alarm count for that property. Your false alarm account will be billed based on the amount of alarms within a sixty-month period. Invoice # starting with a PA is a POLICE ALARM and FA is a FIRE ALARM.
A. For each subsequent false POLICE ALARM, the following schedule of fees shall apply for alarms occurring within the preceding sixty-month period:

My alarm system experienced a malfunction and was in need of a repair which is what caused the alarm dispatch. Does this qualify as an exemption of fines?
According to Town Code §85-5. page 7 under Installation and Maintenance:
"The owner or lessee shall be responsible for the maintenance and service of his or her fire or police alarm device equipment and shall be responsible for all malfunctions of his or her equipment."
Any appeal received in regards to this category will be evaluated on a case by case basis.
Any unpaid invoices dated between September 1st of the previous year to August 31st of the current year, that have not been paid by November 1st will be placed on your December Tax Bill of the current year.
Ex: Any unpaid alarms that occurred from September 1, 2015 to August 31, 2016 will be placed on the 2016/2017 Tax Levy.
According to the Town, any burglar alarm must be canceled by the alarm company before any police arrive on scene. Police dispatchers will not accept calls from the home owner. The police dispatch does not have the means of being able to confirm that the caller is the actual homeowner or that the homeowner isn’t canceling because they are under duress (being made to do so). The only alarms that cannot be canceled are a panic, holdup or fire alarms.
Many alarm companies make it part of their procedure to have a “call list” to help prevent false alarms, while other companies do not always notify their customers of this option. We recommend that a “call list” be put in place so that there are multiple ways to contact someone in case of a false alarm.
Yes. Be aware of any persons on your property at all times. If you have a housecleaner, landscaper, or if there is construction being done, please make sure that all parties either have the pass code to the alarm system, or a set schedule of when they will be entering the property. If you have friends or family staying at the property, please make sure that all the individuals have the proper information to disarm the alarm system or the pass code so that they can provide the information to the alarm company when they call.
Some alarm companies will offer to have one of their employees or security guards respond to an alarm signal and if there is a problem they will then dispatch Police. Most companies that offer this service have a fee associated with it so make sure you research what the fees are. This is a preference call on your end. If you are not in the area all year round, or are a “Seasonal Resident”, we recommend having a caretaker, or asking a trusted neighbor to keep an eye on your property. This helps limit the chances of false alarms.
A huge concern with some of the alarm companies is making sure they are able to service or repair your alarm system in a reasonable amount of time. There are many alarm companies that will monitor your system, but they do not have any technicians in the area to service your alarm when needed.
We recommend that the property owner should have their alarm system serviced regularly or at least on a yearly basis. This will help to keep the alarm system functioning properly and will greatly decrease the possibility of false alarms.
If your property has a landline for your communications and home phone, we recommend having a battery backup for the modem in case of a power outage. This will help limit any missed calls in any areas with poor cellular service.
An alarm company cannot appeal a false alarm invoice for the property owner/tenant. It is the property owner’s responsibility to follow the procedure when appealing a false alarm invoice. All necessary information will be requested from the property owner once an appeal is received.

Commercial properties are the only properties that are required to register their fire alarms with the fire department. Residential properties do not need to register an alarm system nor is it a requirement to have one.
Non-profit organizations, like churches and other not-for-profits, are not excluded from false alarm fines and are responsible for payment of such fees. This is not a tax, therefore any property that does not pay taxes are still responsible for payments of false alarm fines.

The Fire Island Inlet to Montauk Point (FIMP) Project is designed to reduce storm damage while maintaining or enhancing natural resources.
The Fire Island Inlet to Montauk Point, NY (FIMP) Reformulation Study was completed in July 2020.
The FIMP Project was authorized for construction in December 2020.
The FIMP Project is now proceeding through design and into construction. Funds are available from the Hurricane Sandy Disaster Relief Appropriations Act of 2013, which provides 100% Federal funding for initial construction of the project.
In order to proceed into construction, a Project Partnership Agreement (PPA) was entered into between the United States Army Corps of Engineers (USACE) and New York State in August 2021. The State executed similar agreements with Suffolk County and five towns (Babylon, Islip, Brookhaven, Southampton, East Hampton).
The current PPA covers the initial construction phase of FIMP. The continued construction of FIMP, over 50 years, (with 30 years of renourishment) will be covered in a separate agreement.
Construction began in September 2021 under Contract 1, which included dredging of Fire Island Inlet, and placement of sand on adjacent beaches. Contract 2, which includes dredging of Shinnecock and Moriches inlets and shoals with sand placement is underway and currently scheduled for completion in March 2023.
Contract 3 of the FIMP Project is a structural contract for shore protection and beach renourishment work, to provide erosion risk reduction via Berm fill to the ocean shoreline, Dune restoration, augmentation of coastal resiliency with restoration of the barrier island, and enhance the overall barrier island and natural system coastal processes. Contract 3 includes offshore dredging and sand placement along the ocean shoreline, to construct an engineered beach and dune system, and offshore channel at Tiana Beach as part of a proactive breach response.
In addition to the proactive breach response, Contract 3 also includes two Coastal Process Features (CPFs #11 and #12) located on the eastern portion of Westhampton Island, west of Shinnecock Inlet and Shinnecock County Park West. CPF #11 is located along the Dune Road bayside shoreline and will consist of fill placement within the offshore channel and along the shoreline as well as groin removal. CPF #12 is located at Tiana Bayside Park and will consist of bayside fill placement along the channel and shoreline and burial existing gabions.
It is anticipated that Contract 3 construction will commence in the End of Summer/Fall of 2025, although this schedule is subject to change, as actual timing will depend on when all real estate interests (easements) are obtained.

An engineered beach and dune system provides coastal protection based on engineering calculations following extensive study by USACE. These calculations establish the appropriate width and slope of beaches and the size and location of dunes (where necessary) to protect New York’s shoreline. Engineered beach and dune systems are designed to provide protection from flood and wave damage caused by storms.
The FIMP dune line was determined by USACE taking into effect various factors including the costs and benefits of placing the dune line further south or north and determined the line that provided the best benefit for the cost. The alignment is not straight as it follows the natural contour of the land to match the existing topography.
It is the intention of USACE to incorporate the existing geo-cubes/geo-tubes into the new dune structure. If any trap bags are seaward of the new dune alignment, they will be removed.
Sand will only be placed up to the design elevations. If the existing area has accreted above or to the design elevation at the time that the final design is completed, then no sand will be placed on that dune.

It is the responsibility of the Town to obtain access to all the real estate, in the form of perpetual easements, that USACE requires to construct Contract 3 of the Project within the Town of Southampton. In order to construct the dune and beach profile, various pre-construction and construction activities have to take place on approximately 85 private ocean-front parcels along the length of the Project. These activities require USACE, DEC, and the Town to have appropriate access on the parcels.
After extensive engineering studies, cost benefit analyses and consultation with numerous regulatory agencies to assure the desired level of protection, a beach and dune template (location, height and width of sand placement) has been developed and approved for the FIMP Project. Because the beach and dunes must be built to this specific design template, sand must be placed on certain private ocean-front properties.
Perpetual Beach Easement: A Perpetual Beach Easement (“Easement”) grants a legal right to use a limited and clearly defined part of a privately owned property to build this Project. The Easement is termed ‘perpetual’ because as long as the Project remains authorized by Congress and functional, the Non-Federal Sponsors must maintain the ability to access the Project area to perform inspections and maintenance in order to ensure the continued benefit from the Project (see below for other key provisions of the Perpetual Beach Easement). Property owners with mortgages will be required to work with their banks to subordinate their loans to the Easement. There are two types of Perpetual Beach Easements: 1) where the easement area is free of all structures and 2) where the easement area contains a pre-existing structure(s) (such as walkways) which is permitted to remain, be maintained, repaired and restored subject to applicable Federal, State and local laws.
Note about mortgages: A Subordination of Mortgage will be required for all Easement properties which have an existing mortgage. The property owner’s lender will be required to sign a simple agreement, provided by the Town Attorney’s Office, allowing the mortgage to be subordinate to the Easement. This is necessary to ensure that the Easement will stay in effect in the event of foreclosure. When contract terms are met and title has been cleared, a deed or easement will be recorded at the Office of the County Clerk, and the landowner(s) will be paid the just compensation due.
Waiver: The execution of all required Perpetual Beach Easements will be critical to allow this Project to proceed expeditiously. Federal Regulations provide that every property owner has the right to an appraisal for possible compensation in exchange for the granting of the Perpetual Beach Easement. The Waiver document offers the owner an opportunity to waive the right for an appraisal and to donate the Easement to the Town.
In some cases, private ocean-front properties may have pre-existing structures (such as a deck) that compromise the proposed dune template. The options available to property owners in this situation will depend upon the degree and location of the structure’s impact, the configuration of the lot, and whether the structure itself is capable of being relocated.
Process: Once the surveys are completed, all parcels with structures that encroach south of the northern landward crest of the new dune template will be identified. Depending upon the elevation and location, these structures may need to be relocated, modified or removed. In all these instances, an appraisal will be necessary.
Structure Modification/Removal: If a portion of a pre-existing structure, such as a deck or a pool, is found to compromise the dune template and there is no room on the existing lot to relocate or modify the structure to avoid compromising the dune template or it may be too costly to relocate the structure, it may be necessary to remove the structure. If it is determined that a portion of a pre-existing structure such as a deck or a pool may be relocated to another portion of the existing lot, the compensation offered to the owner will include an amount to relocate such structure which is commonly referred to as a “cost to cure.” The cost to cure is in addition to the amount determined by an independent appraiser to be the just compensation for the easement. The actual relocation of the partial structure will be the responsibility of the owner.

In the United States, the term affordable housing is used to describe housing, rental or owner-occupied, that is affordable to families who work and earn all levels of incomes. Affordable homes and affordable rental prices are geared to low, moderate or middle income families based on the Area Median Income (AMI) levels that the United State Department of Housing and Urban Development (HUD) establishes yearly. Many working families are priced out of the market in the high-priced housing market on the East End of Long Island.
Affordable housing provides opportunity and choices to individuals and families throughout the town of Southampton to live meaningful and successful lives. Everyone who lives or works in Southampton deserves the opportunity live in quality affordable housing located in the town. When it comes down to the numbers, integrating affordable housing throughout our community can provide more access to jobs, health care, quality education and overall opportunity. It will help keep young families and seniors in the communities where they live and work. It will also alleviate the traffic congestion because employees who cannot afford to live here must drive to their jobs.
All affordable housing programs qualify recipients based on their income. Since different parts of the country have varying living costs and income levels, the U.S. department of Housing and Urban Development (HUD) determines an Area Median Income (AMI) for each housing market throughout the country. For example, the area median income in Nassau/Suffolk area for a family of four in 2017 is $110,800 while the median income in Greenville, North Carolina is $57,000. HUD takes into account the high cost of living on Long Island. In the Town of Southampton because of the high cost of living and high property values, even a family making over $100,000 finds it impossible to afford a market rate home. To qualify for assistance, family size is taken into account because of higher costs of providing for a larger family.
There are literally dozens of different housing programs that you might qualify for. Generally, if you earn less than 60% of the median income for your area, you can qualify for LIHTC apartments, which makes up the largest chunk of rental apartments available. To qualify for rental subsidies, where you only pay 30% of your income for rent, you'll need to earn less than 50% of the median income. Many of the programs go out of their way to target even lower income people, even as low as 30% of the median income. Homeownership is targeted to low/moderate and moderate working families who earn 60% to 120%. (Click here to see the HUD Income Chart)
The Town has established a Housing Registry to keep you informed of opportunities for affordable homeownership or affordable apartments. You can apply by filling out an application on the town’s website: www.southamptontownny.gov. You will be notified of any new housing or resales of existing affordable housing that becomes available. New developments will be sold through a lottery system. Resales will be posted on the town’s web site or you will receive email notification of availability. You will also be notified of rental opportunities (not Section 8) through the web site and by email.
90% of potential homebuyers have some blemishes on their credit, but as long as you are willing to put in the effort you can begin to improve your situation. If you think you may have a poor credit history, you should begin the home-buying process by attending mortgage counseling. Free and confidential mortgage counseling is available at several agencies. The Long Island Housing Partnership (LIHP: 631-435-4171) and the Community Development Corporation of Long Island (CDCLI: 631-471-1215) are just two of several HUD certified counseling agencies that will help you learn if you are ready for homeownership. They will also assist in teaching you how to repair your credit in advance of purchasing a home.
Though it is incorrectly used to describe all housing that is assisted with government funding, subsidized housing describes housing that has funding for rental assistance. That is, housing where all or a portion of the occupants monthly housing cost is paid for directly by the government. An example of this is the federal Housing Choice Voucher Program (HVC) commonly known as Section 8, where a renter only pays the portion of the rent that is determined to be affordable to them based on their income.
Unfortunately, Section 8 (The Housing Choice Voucher Program) has a negative impression though it's a good program that helps good people. Section 8 is a HUD program that helps renters pay their rent by paying for any rent costs that exceed 30% of the renter’s income. If a renter earns $2,000 per month in San Francisco but their rent costs $1,150 per month, Section 8 helps by paying $550 of that rent since 30% of the renter’s income is $600. This rental subsidy is very scarce and there are waiting lists across the country for the program.

Housing authorities have been around for many years and was the country's first concerted effort to provide affordable housing to lower income Americans. A housing authority is usually locally based, owns affordable rental units and serves a whole city or county. The Town of Southampton Housing Authority (STHA) was created to help lower income residents afford rental housing according to their incomes. The STHA owns and operates the Hampton Bays Apartments for low-income seniors and disabled. The STHA receives administrative funding from HUD for each apartment and the tenant portion of the rents to operate and maintain the facility. The STHA also administers the Town’s Housing Choice Voucher (Section 8) Program
Low Income Housing Tax Credits (LIHTC) is a Federal housing assistance program that provides tax incentives to owners of affordable housing. The program does not provide direct assistance to renters and is strictly used to finance the construction (not the operation) of rental properties. Usually, LIHTC properties have units available for families earning 60% or less of the Area Median Income (AMI). The rental properties are usually of very high quality and are often mistaken for luxury apartment communities. LIHTC is America's most successful affordable housing program having created millions of affordable rental units since its inception in the late 1980's. The lovely Woodbridge Apartments in Hampton Bays are a LIHTC development.

Offers mortgage counseling and homebuyer education to the general public, free of charge. Topics covered may include reverse mortgages, pre purchase information and requirements, refinancing and foreclosure prevention strategies. Yes, we will be continuing to do all requested site inspections. The Building Inspector will be wearing a mask and maintain social distance. For interior building inspections, the building should be empty of all occupants or all occupants moved to a section of the house that will not require inspection. The inspector may use his discretion and cancel the inspection if he feels the situation is unsafe.

The Town of Southampton has begun conducting a pilot program this summer to test the sale of daily beach parking permits using the Passport Mobile Pay Parking App, and utilize license plate reader (LPR) technologies for enforcement.
Daily Parking Permits will need to be purchased using the Passport Parking App at certain beach locations. This does not affect Full Season permit holders this season, but the Town plans to phase in electronic beach parking permits and eliminate permit decals in future years.
Currently at Tiana, Hot Dog, Sagg Main and Mecox Beach but additional beach locations may be added in the coming weeks. Beaches that offer daily permits but do not have mobile pay will continue to sell hang tag permits.

When using the app, customers must enter their license plate number as part of the transaction. When the transaction is complete, the customer’s plate number is entered onto the “valid” list for the day parking was purchased.
In the lots where Passport Mobile Pay is offered, the plates of parked cars will be scanned by enforcement vehicles, plate numbers that are not found to be on the “valid” list will be ticketed.
If a plate does not come up as “valid,” the officer will check for a valid permit decal and other authorized permits before ticketing.

All school districts can opt-in to the Suffolk County program and benefit from an advanced school bus safety suite deployed across their entire fleets at no cost to the schools, taxpayers or County. The violator-funded safety program handles the procurement, installation, management and maintenance of the safety technology. In addition to a targeted effort to reduce the illegal passing of school buses in the community, the school district will benefit from access to cloud-connected internal cameras and BusPatrol’s Alertbus platform for live streaming of video and emergency alerts.
Stop-arm cameras identify illegal passers by license plate number. Tickets are issued to a vehicle’s registered owner, unless the automobile is proven stolen during the time of the offense. If someone other than the vehicle’s owner was driving at the time, the owner can request a transfer of liability.
In most states, a first-time stop-arm violation carries a fine of $250. In New York state, subsequent violations within an eighteen month period are subject to a $25 increase in penalty, up to a maximum of $300.
In addition to the financial deterrent, violators learn about the potential dangers of their actions. Offenders can call the program's toll free number and speak with a representative, who can review the video evidence with them and help them understand the dangers of illegal passing. Services are offered in both English and Spanish.
Data from other safety programs demonstrates that 94% of first-time offenders do not receive a second ticket, and that 95% of drivers do not contest their ticket after seeing video evidence of their violation.

BusPatrol’s leading stop-arm enforcement program is built on a robust, guided, and secure process.
When a vehicle illegally passes a school bus while the stop-arm is deployed, BusPatrol’s multi-lens camera box captures the violation and car’s license plates from different depths and angles. The footage, along with GPS and timecode data, is stored locally on an onboard digital video recorder (DVR) unique to each bus.
The data related to the incident and violation is sent via an encrypted LTE network to BusPatrol’s secure cloud system. BusPatrol’s artificial intelligence (AI) software filters all footage received from each bus before it goes to one of our safety specialists for review.
A BusPatrol safety specialist reviews the filtered footage. If they determine that the violation is indeed an offence, the specialist prepares an evidence package for use by law enforcement. The package is built in accordance with state law, complete with video footage, license plate number, make, model, driver information, GPS location, and a timestamp of the incident.
The evidence package is then submitted to law enforcement via a secure cloud portal. Law enforcement reviews the evidence package to approve citation. If approved, a ticket is mailed to the vehicle’s owner, along with a link to Alertbus’ Driver Education & Payment Portal, where they can view video evidence of their violation. The vehicle owner makes their payment online, through the mail, or in person in the municipal jurisdiction – tickets can also be contested through the relevant jurisdiction’s civil court system.
The primary focus of the School Bus Stop-Arm Safety Program is public awareness and education. The success of the program is measured in the reduction of stop-arm violations over time and not by the number of vehicles caught violating the law. Whenever possible complaints should be completed online. Complaints may also be made through the support staff either by telephone at 631-702-1700 or in person at Town Hall (Lower Level), 116 Hampton Road, Southampton, NY 11968. Complaints and letters can also be mailed to the above address, however many letters do not provide us with all the information necessary to commence an investigation.
Complaints will be investigated even when they are made anonymously. We prefer to have contact information so that we can obtain additional information if needed. We maintain the complainant's name as confidential. The information is not released if a FOIL request is made.
If a house has a certificate of occupancy for a single family residence it can not be legally divided. Some homes do have certificates of occupancy that allow for two or three families to legally reside there. Town records must be researched to determine the legal status.
Some homes can legally have an accessory apartment. The house must be owner-occupied and meet other requirements, including the proper applications and approvals from Code Enforcement .
Boarding houses are also permitted for up to two boarders. The boarders must share common areas and kitchen with the main occupants. Bed and breakfasts must have the proper permits. The Building Department reviews application for the conversion. An annual permit is then administered through Public Safety.
Prior to January 2003, bedrooms were not permitted below grade level. With the code amendment, bedrooms may be permitted in basements and attics, but they must be able to meet certain criteria including ceiling height and egress (escape) windows. All conversions, including those from a legal, finished basement, require a building permit.
One unregistered vehicle may be legally stored on a residential property. It can be parked in a driveway. A junk vehicle is unregistered and rusted, wrecked, discarded, dismantled, inoperative, and not intended for use on public roadways. A car being reconditioned is not considered junk.
Any vehicle is permitted to undergo major overhaul, including body work, provided the work is performed inside a structure designed and approved for such purpose. Race cars are controlled by several various licensing membership groups. In order to participate at a track, the race / demolition derby car would have to be operative and there is a registration requirement imposed by the controlling association (New York State Stock Car Association, Dirt Motor Sports, etc.). This does not affect storage that complies with applicable zoning or licensing requirements.

Anyone can make a complaint. Noise complaints must be addressed while the violation is occurring. Complaints should be called in to the Southampton Town Police Department at 631-728-3400. Police officers can handle noise complaints. If the complaint is made while Code Enforcement is working, they may respond. In many instances the offending source of noise will be determined and the individual in charge will be asked to remedy the problem.
If remediation is not successful, the responding officer will need to take a written statement from the person complaining. A decision by the New York State Supreme Court has ruled that three separate households must be disturbed by the noise. Before a summons can be issued, there must be at least three people from different households willing to sign affidavits. A building permit should be clearly posted if permitted work is in progress. If a permit is not visible, a complaint can be filed to start the research process.
The complaint should be made to Public Safety. Consent must be granted by not only the property owner, but also by the occupants. If consent to enter is not granted, surveillance is necessary. Having accurate information allows us to know when the best time to observe the violation exists. If surveillance is able to compile strong evidence, we may be able to get a search warrant.
Town Code allows for one more registered vehicle than the number of legal bedrooms. If the number of vehicles exceeds the information in the Building Department or on the Assessor's records, a summons can be issued for excessive vehicles.

Yes, any home being rented for any period of time (understanding that there is two-week minimum stay regulation in the Code) requires a rental permit.
The minimum length of stay under the Southampton Town Code is currently a 14-day rental. Less than that is considered a transient rental and not allowed under the Code. There is no maximum stay period.
An owner of a single family dwelling in the Town of Southampton may rent out up to two bedrooms in a house to not more than two renters or boarders total. All occupants in the house (including the owner who must continue to reside there) must share common kitchen, living and entrance facilities in a boarding situation. No permit is required for this activity.
The rental permit application can be found on the Town website. The application can be completed and either dropped off in person at 27 Ponquogue Ave., Hampton Bays, or mailed to the same address. We are working on being able to electronically.

No. Advertising, listing or showing your house for rent without the benefit of a rental permit being in place can result in violations, suspension or revocation of permits and the ability to rent for a two-year period, and/or the imposition of an “in violation fee.”
This depends a little bit on the time of year. During much of the year it can take about 1-3 weeks from application to permit issuing. During the very busy summer season it can range closer to 2-4 weeks. These timings assume that the application is complete and that there are no issues when the inspection is conducted. The speed at which the process moves can be largely influenced by the applicant diligently turning in all required paperwork and making sure there are no violations at the property. In situations where the applicant determines it necessary or valuable to do so, expediting options also exist.
If the applicant elects to file a “Standard” application the safety inspection is conducted by a NYS Code Enforcement certified officer from the Southampton Town Department of Public Safety. If the applicant wishes to, they may independently hire a professional architect, or engineer to perform the safety inspection. In this case the applicant would use page 8 of the application, and this type of application is called a “Certified” application.

The Town’s transportation program is one of our top priorities and important to our seniors and their families. This service can be a lifeline to many seniors enabling them to remain in their own home and community. One ride at a time! This important program is designed to aid residents of the Town of Southampton. It can be used for transportation to and from basic essential services such as shopping, bank, post office, drug store, hair dresser, barber shop, non-emergency medical visits, governmental agencies and hospital / nursing home visitation of a sick spouse. This service is available to senior citizens and/or handicapped individuals within the township, Monday through Friday (excluding holidays). Please note:
‘For those confined to a wheel chair, transportation to medical appointments via a bus equipped with a hydraulic lift is available. Medical appointments must be made well in advance (minimum 5 days notice required if possible), and if any type of assistance is needed a responsible adult is requested to accompany the person. Medical appointment times are Monday through Friday 8:30 a.m. to 12:30 p.m., and are taken on a first come-first serve basis so we can serve each of those in need as quickly and conveniently as possible.

Employers and employees all over the South Fork have varying work schedules and work out of a variety of locations. We encourage employers and employees to be open to variations in work schedules, in order to take advantage of the SFCC service, as well as other train schedules which may fit your needs. The Towns can help provide guidance on how to arrange ‘flex hour’ schedules for employees and discuss options on employer involved local job site transportation ideas.
Service disruptions could possibly occur under extreme weather situations such as severe snowstorms or other major events. The LIRR and the Towns will be proactive in providing advance notice of any expected changes in service through local media as well as electronic/social media.

The MTA/LIRR Reduced-Fare program for senior citizens, Medicare recipients, and people with disabilities applies to all SFCC train trips.

The South Fork Commuter Connection (SFCC) is a coordinated, intermodal transportation service in which transit users ride the Long Island Rail Road and then transfer to a Town-provided shuttle bus.
This service is designed to bring workers from one of three LIRR stations west of the Shinnecock Canal to one of the LIRR stations east of the canal on weekday mornings. Town-provided shuttles will take these train riders to local places of employment in the morning; and the process is reversed in the afternoon, bringing trains users back to the stations via shuttle buses to board one of two westbound return trips.
The Long Island Rail Road operates the train portion of the service. The Towns of East Hampton and Southampton will operate the connecting shuttle bus service which links to the train stations in their Town. These shuttles are for use by those who purchase a train ticket, ride the train and retain an LIRR ticket stub as a voucher for using the bus shuttle.
Those who utilize the train portion of this intermodal service, but cannot utilize the shuttle bus portion due to a disability or impairment-related condition, are eligible to receive paratransit services in compliance with the Americans with Disabilities Act.
Suffolk County Transit, which operates public bus service throughout the County and is the designated transit agency for Suffolk County, can provide paratransit service through its existing Suffolk County Accessible Transportation (SCAT) program.
SFCC related paratransit service between the train stations and the local employment centers would be for train arrivals and departures linked to the local shuttle bus services available at the stations east of the Shinnecock Canal. The user’s trip would originate at the train station in conjunction with the morning eastbound train arrivals; and the user’s return destination would be the train station, in conjunction with an afternoon westbound departing train. (Paratransit services not related to the South Fork Commuter Connection intermodal service are also available through the Suffolk County Transit SCAT program.)
Eligibility for paratransit must be established prior to use, so enrollment in the SCAT program or comparable ADA paratransit service is required before service may be requested through the Suffolk County Accessible Transportation service system. Suffolk County Accessible Transportation (SCAT) ID cards are required for Suffolk County residents to utilize this paratransit service. Please see the link below for complete information on the SCAT application and reservations process.
Any individual who does not qualify for SCAT services, but is planning to use the SFCC train and bus service and is in need of a wheelchair lift equipped vehicle to get from or to the train station, should contact Hampton Hopper @ 631-259-7076 no later than 2PM the day before they plan to travel.
The days and times of service are compatible with the limited SFCC shuttle service schedule:
Monday through Friday, approximately 6:30AM-10:00AM and 2:30PM-5:30PM. There is no service on major holidays and Fridays in the summer.
Payment for paratransit rides. A rider who purchased an LIRR Reduced-Fare ticket should pay the SCAT driver $4, which is the normal SCAT service fare and payment process.

The Pump Out program runs from Memorial Day through October 15, or when funds run out. There are currently six boats that work out of Mill Creek, Cold Spring, Westhampton, North Sea, Hampton Bays and Sag Harbor. Recreational boaters in need of waste disposal need only to contact them on marine radio CH 73 and arrange a meeting place.
The Endangered Species Act is a federal law that prohibits a “take” of endangered or threatened species. The term “take” means to harass, harm, pursue, hunt, shoot, wound, kill, trap, capture, or collect, or to attempt to engage in any such conduct, and carries with it a civil penalty of $25,000.
The NYSDEC has regulations (6 NYCRR Part 182) that mirror the Endangered Species Act, including the definition of a “take.”
The Trustees’ Endangered Species Monitoring Program follows USFW Guidelines in order to protect these threatened or endangered species, which in turn protects the Trustees’ easement over the beach and all of the Town’s residents and freeholders from the liability of a “take.”
There were 3 nest locations, 2 inside the Picnic Area and 1 located 400m outside the Picnic Area. The beach is not closed to 4 x 4 access until 3-5 days before the nest hatches.
USFW and the DEC consider using fencing to control or direct the movement of the animals as actions that constitute a “take.”
A Shuttle will be run by the Village of Southampton from the Parking Lot to the beach. Negotiated with NYSDEC and USFWS a monitor is present at all times 10am-6pm Saturday and Sunday only.
Oceanfront homeowners have the right to access the beach from their property. Pathways are laid out to direct homeowner beach access away from any nests in that specific area.
After the birds hatch, our program and monitors allow us to observe the birds’ behavior and movement in a specific location which then the 1000m may be reduced. 200m is the minimum and is only allowed with constant monitoring of the Brood.

This year’s numbers can be compared to previous years once the endangered season is over. The number that the Trustees look for is the number of fledged chicks throughout the Town. The number of nests fluctuates greatly throughout the season from predation, storms, and other loss and re-nesting.
There have been nests at all of those locations in the past. Human activity may deter the birds from nesting in areas that are highly used, so nests at these locations are uncommon but they do happen. For example, there was a next at the Ponquogue Pavilion this year.
The Trustee are going to open additional access for the daytime drive-on area at Cold Spring by extending the day time driving area from 300 ft. to 2000 ft east of Cold Spring Rd. Permit holders who have both a Trustees and Village 4x4 permit will be able to use the Trustee’s Lake Agawam Parking Lot.
The Board of Trustees are elected by the community to oversee the beach and facilitate the U.S. Threatened and Endangered Species Program.

The entire beach is not closed. The closure only applies to 4x4 driving in areas where there are chicks. The Trustees’ monitoring program allows us to monitor the movement of the chicks and their behavior so that we can leave areas certain open to 4x4 access and where possible reduce the 1000m buffer.
Cages can be used to protect nests from predators, but cannot be used to protect the chicks because they are highly mobile after hatching.
This is the first time there have been plover nests in the picnic area in at least 5 years.

Septic tank additives claiming to eliminate the need for pumping can compromise the functioning of septic systems.
Septic tanks contain all of the microbes needed to break down waste; the small amounts of bacteria and enzymes found in a single dose of septic tank additives have not been shown to significantly increase the efficiency of septic systems.
Disposing of harsh or toxic chemicals, or the use of antibacterial products, can kill the beneficial microbes in septic systems that degrade harmful substances in wastewater. Examples of chemicals which may harm a septic system include bleach, drain cleaners, disinfectants, paint thinners, pharmaceuticals, antibacterial soaps, and pesticides. These chemicals should be disposed of at transfer stations and, when they will be drained into a septic tank, used minimally.
Leaky faucets and other excessive household inputs will increase the frequency with which pumping is required. Draining large volumes of water into a septic tank (such as from a pool or hot tub) can stir up the sludge collected at the bottom of the tank, allowing it to escape potentially clog the drainfield.
Dental floss, diapers, feminine hygiene products, condoms and other non-biodegradable items should never be disposed of into a septic system as they may cause clog damage.
Groundwater runoff from driveways and patios as well as roof and drains and basement sumps should be diverted away from the septic tank's drainfield as flooding the drainfield slows down the treatment process.
Only grass should be planted over and near a septic system. Roots from larger plants may damage the septic tank or drainfield.
The area over a septic tank and its drainfield should not be paved or driven over. These activities can compact the soil causing slow drainage and reduced efficiency of the cleansing process. They may also cause damage to underlying pipes and other equipment.
Soil nutrient testing can be performed by Cornell Cooperative Extension of Suffolk County to measure the amount of nutrients in the soil, and determine whether fertilizer is needed
Fertilizer is typically only needed on lawns if the density of grass is low and soil is visible. If the lawn density is high, no fertilizer is needed.
In Suffolk County, it is illegal to fertilize lawns between November 1st and April 1st. Fertilizing during that period can result in a fine of $1000.
Fertilizer should be added to lawns in the late spring and/or early fall. These times of the year are periods of high growth for the grass, the better time being early fall so the grass can best prepare for the winter.
During periods of high temperatures and low rainfall, usually during the summer, grass goes into a dormant state and slows growth and fertilizer should not be added to lawns during these conditions as it will not likely be used by the grass, and instead will be wash into groundwater.
Organic, slow release fertilizers release nitrogen slowly over time and because they are less likely to reach water ways should be used to decrease the chance of the nitrogen running off into the soil.
Fertilizers containing phosphorous should **only** be used when establishing a new lawn or if a soil test shows the phosphorous levels in the lawn are low. The amount of phosphorous is labeled on all fertilizer products
Applying grass seed to the lawn can also decrease the amount of fertilizer needed. Over seeding the lawn can help fight against fast growing weeds and can help keep the lawn dense. Species of grass that have a deeper green color can help give the lawn a desired green color without the use of fertilizer.
